Issue Description:

The following component has a declared license currently shown as “Apache-2.0 AND NOASSERTION”. When I click on the Edit icon and want to curate as “OTHER”, the text in Declared License is getting changed to NOASSERTION only and not what actually I selected. Even if I change parts of the existing expression, it still seems to want to keep the NOASSERTION part.
