Here, the $\ethereum{}$ user $\eparty{S}$ who sends the final transaction, and the $\zeth$ user $\zparty{U}$ may represent the same person or entity, but this is not necessarily the case. It is perfectly feasible (and in some cases may be desirable) for a $\zeth$ user $\zparty{U}$ to create a $\zeth$ transaction which is later signed by a distinct party $\eparty{S}$.
