Speed up data-generation process

- Move "dimensions" part to the top
- remove "total_prices" part
- remove "vat_prices" part
- also take subfolder "in process", "done", "before 332" into account to prevent downloading a bill that has already been processed 
- Write clear and easy to understand guideline so that more people can generate data
