RDS Broker should reboot databases on some configuration changes #292
Description
When enabling pg_cron on a postgres database, the instance must be restarted for the updated parameter group to take effect (see notes). The broker does not currently do this.

Acceptance Criteria
- The broker restarts the updated instance when necessary
- Documentation like this is updated to inform the user that their instance will be rebooted under certain conditions
