[Feature Request]: Activate Entra ID Login with separate role assignments

Feature Description

Enable Entra ID Login without any principal IDs required in the same place.

Use Case

Role Assignments are currently managed in a separate Terraform rbac-module of ours, but in order to enable the entra ID login, principal IDs are required in the same place for the module to work. We instead would like to manage rbac centrally.
