Document that Page Rules doesn't support account-owned tokens

What changes are you suggesting?

I just got this error message: "Page Rules endpoint does not support account owned tokens. (1011)"

But I don't see Page Rules listed on the list of APIs that don't support account-owned token. Unless it's under some other name, maybe we should add it?

You're right, Page Rules doesn't support account owned tokens. We will update the compatility matrix in #23507.

Currently there are no plans to support Page Rules via AOT.
