Loaded Latency via Data Explorer or API

Right now the Data Explorer only allows exploration of the idle latency - such as https://radar.cloudflare.com/explorer?dataSet=quality.iqi&metric=latency&loc=as7922&dt=24w.

I would like to query for Download Loaded Latency and Upload Loaded Latency, which you measure and is shown in the CF Radar Performance Summary. That can either be via the Data Explorer (easiest) or the API. Can you enable that or explain how to do that, as it is not readily apparent in my review of Radar and the API.
