On wrangler deploy remote conflicts offer to update user wrangler config file

When the user deploys a worker (and currently it also provides the `--x-remote-diff-check` flag) and there is a conflict with the remote configuration the user is currently asked if they want to proceed with the deployment (and override the remote config) or abort the deployment, in the latter case wrangler should offer them to possibly update the local config so that it matches the remote one.
