Add windows package

Windows packages, e.g. cf-cli-8-windows, are not added to this repo. However, Windows versions of the cf CLI are required for certain releases within Cloud Foundry (I specifically care about https://github.com/cloudfoundry/cf-smoke-tests-release). Right now, we have to manually grab Windows binaries and upload them as blobs, so it would be awesome if those could be included here as packages we could use instead.

The cf cli package should be moved to an other working group, there is an active discussion here: cloudfoundry/community#653
