Remove testing for cpu_throttling mode

Current behavior

guardian can run in cpu_throttling mode. It's defaulting to disable and unclear if it's being used by users. This issue is meant to generate discussion if it's being used by the community and if not, let's remove testing infrastructure for this.

Desired behavior

We'd removed testing and support for cpu_throttling in guardian and gats.

We do have cpu_throttling enabled in combination with cpu_entitlements.
At least for now we can't recall what the relation between cpu_entitlement and cpu_throttling is, or is there anything at all.

Thanks @PlamenDoychev for verifying it's use. Do you have this enabled for all of the deployment or just an isolation segment?

I am trying to determine whether it makes sense to have cpu_entitlement turned on by default.

We have it enabled on all deployments but i am wondering how it works in combination with cpu_entitlements and does it work at all.
