As a Korifi developer I want to be able to easily configure default security groups

Acceptance

GIVEN I have a development deployment of Korifi (via the installer or deploy-on-kind)
THEN I have adequate default security groups configured that allow me to push apps and allow those apps access the internet

Dev notes

• We need to replace the default Calico resource with CFSecurityGroup resources
• Those resources are kubectl-applied by the installer/deploy-on-kind
• Those dev-only security groups could be modelled after the cloud controller bosh-lite security groups
