Add src/php/config/defaults/config/php/8.4.x with correct extension_dir date

PHP 8.4 uses Zend module API 20240924, so the extension directory is
no-debug-non-zts-20240924. Without this config the buildpack fails to
stage any app that selects a PHP 8.4.x version.
