EC2VirtualServer.create() has no concept of attribute hierarchy.

When iterating over this list here, merged container attributes have the ability to overwrite any attribute defined in the entity being created.

We need to either put in a check for overwriting existing attributes or create a list of ec2_attrs without merging container attributes first.
