More flexible "please test" syntax

At the moment, bot requires a strict order of arguments to "please test", namely please test workflow <workflow>[,<workflow>[...]] with (repository|)#PR[,(repository|)#PR[,...]] for CMSSW_11_0_ROOT6_X/slc7_amd64_gcc900. I think we should allow arguments to come in any (reasonable) order, e.g. release before additional PRs or swapping architecture and release.
