rewrite `FillHitsModuleStart` to better support different warp size

FillHitsModuleStart in RecoLocalTracker/SiPixelClusterizer/plugins/alpaka/SiPixelRawToClusterKernel.dev.cc is written with assumptions on the warp size and the number of modules.

It should be rewritten taking into account a different warp size, and possibly with fewer assumptions on the number of modules.
