follow up to ECAL Phase 2 alpaka developments

This issue is meant to keep track of follow-up changes to be implemented after #47124 has been merged:

• fix RecoLocalCalo/EcalRecProducers/test/testEcalUncalibRecHitPhase2WeightsProducerGPU.py to use the correct input instead of ecalUncalibRecHitPhase2@cuda inputs
• remove the use of SwitchProducer from the ECAL code
• remove the legacy CUDA ECAL code
• (pedantic) clean up whitespace and indentation in RecoLocalCalo/EcalRecProducers/python/ecalUncalibRecHitPhase2_cff.py
