Removal of `transactionId` as optional / obsolete parameter of `CondDBESSource`

PR #47822 and its backport #47823 re-introduced transactionId as optional / obsolete parameter of CondDBESSource as it was needed by the Tier0 configuration builder due to the structure of WMCore (see dmwm/WMCore#12320 for more details).
Now that WMCore has been fixed at dmwm/WMCore#12331 (and Tier0 successfully tested the change, see dmwm/WMCore#12331 (comment)) we should remove the unneeded parameter.
This issue is open to remind about it (the change should be coordinated between the ORM from the cmssw release side and Tier0 as WMCore user).
