The target of the user doesn't seem to be included in operations of things like Rob Vaults, where the message itself doesn't contain the province.
For parsing purposes I'd recommend we add a "target" field to the query string which includes both province name and kingdom (or null/None if its self), or otherwise include that info in every operation/spell message.
