First message was on the correct day, but 15 minutes late. Second message was on the wrong date, and 15 minutes past when it should have posted if it were the correct date.

I’ve updated the workflow to align both the cron schedule and the guard logic with Pacific Time. The cron now runs at 17:00 UTC (9:00 AM PT), and all date/day checks explicitly use TZ=America/Los_Angeles to avoid the UTC day-shift issue.

This ensures the reminder reliably triggers on the 4th Thursday in PT without the previous date mismatch or timing offset. Please let me know if you’d like this validated against additional months or adjusted further.
