Add documentation on how to query for votes

Add some documentation in the README to figure out how to query voting results / data using GitHub API.

We want to be able to query this data in a standardized way so it may be put in a centralized datalake.

Out of curiosity: did you remove your comment immediately after posting it? If so, interestingly, it was fast enough so that I wasn't notified by email of the new comment. However, GitHub was able to notify GitVote about it.
