What
Upgrade Docsy theme from v0.6.0 to v0.13.0.
Background
#3599 migrated from Git Submodule to Hugo Modules, pinning to Docsy v0.6.0 (the last Bootstrap 4 version) to maintain compatibility with existing custom layouts.
Now that the module infrastructure is in place, we can proceed with upgrading to the latest Docsy version.
