CI tooling: replace use of make

I'd vote in favor of dropping Make. Alternatives include:

• npm scripts (as has been setup by NPM scripts for site CI #102) for simple sites
• Gulp for more complex sites that require, link checking (via local netlify-cli serve), image compression, etc.
