Add new Project #63
Description
As a CNCF Staff member I need to be able to add a new Project to maintainer-d with the following fields
- Onboarding Issue href from cncf/sandbox (mandatory for new projects)
- Project Name (must match the Project Name in the title of the OB Issue href)
- Maintainer href (will be a .project.yaml file moving forward)
- Project Maturity Level (default Sandbox, but modify-able to other maturity levels)
- Parent Project (Optional) this is for sub-projects of existing projects
This change will
- add a Create Project button to the nav-bar
- add a new Project form
- model the difference between the legacy MaintainerRefs and dotProjectYaml files to accomodate the new standard
