[Buildpacks] Standardize Cache Flag options

The pack CLI has many layers of cache with various methods to configure them. In this project, the goal would be to implement a proposed solution for how the end-user provides caching options. The caching mechanisms are already implemented but they are not currently exposed to the end-user.
