add How To setup github action

We have a documentation for How-to: Setup Circle-CI in a GitHub repo. It will be nice to add github CI related initial guidelines as well.

I took a look at the file and made some changes. I'd be interested to see what @MicahGale thinks. One thought I'm having is that it'd be nice to have a more "generic" CI workflow that gets run which would maybe be a better demonstration?
