Create cloud based PostgreSQL database

Create a database in the SMM AWS cloud that will serve as the primary datastore for each of the xMacroscope experiences.

Link it up with the GraphQL system via Sequelize.

Look into reserved purchases to save money. We know we can commit to a certain level of usage over the life of the project.

The new PostgreSQL database is setup in the SMM AWS cloud using their RDS system. Brandon has been able to access. I'll set up another issue to detail how we will give IU developers access.
