asciinema bear to check asciinema is public

Many of our asciinema probably are not public, and they should be.

We need a bear to check this. It can use URLBear.

Also it should check they were not anonymous. They need a username. It should also check that the username matches someone on GitHub.

Is it allowed to make web requests and check the HTML response? Or is there an existing api for asciinema?
