Python renderer

We currently have multiple JavaScript and Rust renderers that help generate helpers for program clients. It would be nice to have one for Python as well — i.e. @codama/renderers-python.

The @codama/renderers-js and @codama/renderers-rust packages are great inspirations / starting point for tackle this task.

I would love to contribute to Codama through this issue. I am a software engineer with an experience of 5 years and 2 years in Web3. I have attached the implementation plan, request you to please take a look.

Once you approve the plan, I would create a PR and start working on it. I have also filled the Airtable form to apply for this contribution by the name of Krane Apps (a service based company that I run).

It's basically usable now. Everyone can take a look at the effects (https://github.com/daog1/PyGenIDL001) and provide some suggestions.

I am testing and fixing issues myself, and I have created some functional demonstrations for jup(https://github.com/daog1/PyGenIDL001/blob/main/notebooks/jup.ipynb), pump (https://github.com/daog1/PyGenIDL001/blob/main/notebooks/pump.ipynb), and scope (https://github.com/daog1/PyGenIDL001/blob/main/notebooks/scope.ipynb).
