[FEATURE]: Allow reports without listing the contest, creating repo, etc.

Problem / opportunity:

Some of our new offerings will require the ability for us to just add a report to the site without also assigning it to a repo and a contest in contests.csv. (See the Canto solo audit by ghoul.sol as an example)

Desired outcome

• Don't require repos, contest.csv for adding a report
• Accomodate this use case so that it doesn't create errors when attempting to just add a report
