Remove BRAT Annotator from Repo

We need to delete the path c4v-py/brat-v1.3_Crunchy_Frog/.

We can use the following BRAT Docker repo as an inspiration.

@Edilmo I doubt that we will continue using BRAT in the near future, I will remove the path c4v-py/brat-v1.3_Crunchy_Frog/. Let me know your opinion.
