[Bug]: background output ready arrives too late

Bug Description

since some releases we still have trouble with triggers, this one in particular didn't trigger until the end of the turn (happens often now), basically wasting tokens of 10 full workers by completely discarding their outputs.

Steps to Reproduce

run a /init-deep

Expected Behavior

on 3.x we were getting task finished notifications mid turn
