Allow ce-dev to take ce-provision and ce-deploy branches as a parameter

It would be more useful for testing CI if we could pass in the branch, e.g.

```
ce-dev provision --branch my_feature_branch
```

With `--branch` defaulting to `1.x` or whatever current live branch is.
