[FEATURE] Add Officer Details Page #514
Description
As a user of the Index, I need to be able to view the record of an individual officer. This includes their employment history, current assignment, public complaints against them, etc.
This task covers the "Background" tab which is the first tab you find when navigating to an officer detail page. The other tabs (Complaints, Lawsuits, Awards, Attachments) should be presented as Grey and inactive for now.
This page should be accessible by directly navigating to a URL. The slug for the url should be the officer's UID.
