Older scores erroneously shown as "100.0"

Some venues have a series of inspections listed as Routine Inspection and a score of 100.0 past a certain date. To me that suggests that those scores are likely unavailable and could be more properly reported as N/A.

For example, here is a listing for the Waffle House at 3500 Hillsborough Rd:

The official listing provided by the CDP shows inspections as far back as 1/8/2009, which matches the last inspection with a score at ncfoodinspector.com:
