Fix counties list in the OSP form

Search the record "more categories" at recordsponge.com/demo-record-search. This example should have Multnomah county on the list of counties in the OSP form, but it is not present.

This bugfix will need to come with re-introducing the form-filling behavior that is being removed in #1729

@michaelzhang43 , @KarlenS and I were looking for clarification on the desired behavior.

Is it the case that Multnomah county should be listed on the form even if it has a county balance?
Is it also the case that other counties should be listed on the form only if they don't have balances?
