Dockerize app for local development / remove projectInfoData.json #125
Description
To do this, I recommend we get rid of projectInfoData.json and port that to docker-compose
TODO:
Create container for mongodb database
Create container for database migration node config/setup_local_db.js
Create Dockerfile for application
Create docker-compose that will contain environment variables that live in projectInfoData.json
