Support refreshable tokens in Twitch Services #1168

Moved from #912.
Currently the twitch services only support normal tokens that expire after some time.
After expiry the token needs to be re-created by the user which is annoying over time.
To improve this the twitch services should be able to use refresh tokens and refresh the tokens.
