Why is CloudFlare blocking some mergeable PRs?

Two otherwise complete and mergable pull requests in this repository seem to be deadlocked, with GitHub waiting indefinitely for CloudFlare to finish processing: #273 and #351.

What's going on here? How can we get these merged?
