Reorganize File Structure

• rename config to main.
• get Django to recognize this as the new "main" directory
• we don't have that many views and models (meetup and info blocks) so we can consolidate those under the main directory
• move templates directory under main
• move fixtures under main
• migrations under main (this is probably a matter of getting models in shape and build a single migration to describe current structure of database)
