document required versions of gfortran and gcc (or error out with specific required version)

while trying to install bonmin or couenne, I saw that I needed fortran. I tried installing the gfortran but it doesnt work you have to install gfortran-9 and use update-alternatives and map gfortran to gfortran-9 for a successful build. Same thing for gcc
