enable use direct from fabric

rename package to hostout.
enable use by creating a Fabfile, installing fabric and then running commands such as "fab -Hmyhost hostout.deploy".
Hostout configuration would be via a dict in Fabfile or by loading a hostout.cfg in Fabfile.
