Add timezone support to vTime

vTime does not support timezones at the moment as per comment.

To close this issue:

• create an example calendar with vTime, preferably from RFC 5545
• remove the comment
• create a test with a calendar that checks that the correct timezone is assigned after parsing
• test
  • a named timezone
  • UTC
  • no timezone
