Use a better change log management system

I'd like to look for a better change log management system. The current one is prone to human error and merge conflicts. I like towncrier. It's used throughout Plone and Collective.

• Add towncrier as a development requirement.
• Revise the change log check CI to look for a compliant change log fragment.
• Update the Maintenance section of the documentation to provide release management instructions.
• Update the Contributing section to provide instructions of how to create a proper change log entry fragment.
