Is this model meant to be a self-assessment? Or a third-party assessment? If it's a self-assessment, a lot of this language could be alienating.

This language was originally used by the digital service as part of a discovery sprint but was openly shared with the partner agency as the work was completed. There was additional context and explanation surrounding this table that may help deliver it in a constructive format. It could also be self-assessment, but that wasn't the original intent.
