[Backend] Generate automatically a SCD file from HMI.

User Story

As an integrator

I want to create a backend service (controller and service)

So that from OpenSCD HMI, we can call it to generate auotmatically a SCD file from (History datas, SSD and its STDs)

Acceptance criteria
When no issue during generation : SCD file generated (with header well setted : version and history) and list of encountered warnings.
Otherwise list of encountered errors and partially generated file.
