[Deployment] Generate automatically a SCD file from HMI

**User Story**

As an integrator

I want to set up deployment configuration (docker image, container, github actions, etc) for SCD automatic generation services.

So that the created container could be deploy on AWS as other COMPAS containers

**Acceptance criteria**
SCD automatic generation services container could be deployed in AWS.
Generate SCD from AWS demo environnement.
