As an integrator

I want not to manage directly parameters csv files for filtering FCDAs in compas

So that the FCDA to filter for creation and deletion is given by the client as a white list.

Acceptance criteria

List of known FCDA characteristics is given to compas as a white list.

This issue is an enhancement of #258
