Update gpcp.xml

FMT_LIM.2 app note wording changed since paragraph 2 was too similar to paragraph 1. Updated paragraph 2 to pull in some of the wording from the previous iteration of FMT_LIM.2 to try to differentiate LIM.1 and .2 better.
