Revise FCS_SKM.6 Evaluation Activities

There are a lot of highlights and question marks in the FCS_CKM.6 Evaluation Activities. These concerns need to be addressed before the GPCP can advance. Of particular note...

"Guidance
The evaluator shall verify that the Guidance describes any configurable parameters related to the lifecycle of cryptographic keys, including lifetimes or storage parameters...??"

"Tests
What if the methods do not fall into any of the below categories?"

This is partially a note for me to revisit the topic in the future, and a call for another set of eyes to take a look. Thanks!

I cleaned up the text and highlights for this section today. I also removed the third test because it seemed redundant with the second test.

I'm not confident yet that the EA handles key materials that are protected by a TPM or TEE. The tests are generic enough that they might work though.
