Nearby list is empty at the top

Summary

The list of nearby items is empty for the initial few items and one has to scroll to see the actual items.

Steps to reproduce

1. Open Nearby
2. Click on the three dots (menu) at the top right corner
3. Tap List
4. Observe the list

Expected behaviour

The items should start from the top

One needs to scroll to find the initial set of items

Yes, happening in light mode as well. Observation: I had not granted access to location. Allowing it fixed, but we shouldn't show empty slabs.

I think this is a loading issue caused by a weak internet connection and/or focusing on an area with many pins. I observed the behaviour @RitikaPahwa4444 did, but the empty slabs were eventually replaced with actual nearby places after some time. It was especially noticeable in areas with many pins, where I'd have 10+ empty slabs initially before the nearby places replaced them. Empty slabs also appeared in the middle of the list, not just at the start. Tested with location permissions on and off. Did the empty slabs in your app remain visible for a prolonged period @RitikaPahwa4444?

Interesting observation! I think this is happening for greyed out pins (while we're still loading the information). Once they get loaded, the tiles start appearing as intended.
